Regarding the en pin of the 9615, Spark Fun's board just lets this float 
... line goes to an EN pad on the edge connector.  Internal 300Kohm 
pullup on EN pin in the 9615.  In hundreds of power up cycles, I've 
never seen a problem with the SparkFun board.  Could be enough stray 
capacitance to satisfy the delay requirement.

Also, the data sheet discusses the 11ms in the context of both hot swap 
and power on.  In hot swap, most of that time is for debounce which is 
not the case in power on so it's somewhat confusing.

Dave's 0.0.10 2020-02-03 board has a 0.1uf cap to ground on the EN pin 
with a diode to the VddA pin to discharge the cap on power off to insure 
proper sequencing re the data sheet requirements. The 0.1uf cap gives an 
RC time constant of 30ms.
