[TangerineSDR] PNI RM3100 Linux kernel support

A kernel driver seems to exist for Linux (see
https://github.com/torvalds/linux/tree/v5.3/drivers/iio/magnetometer) which
could presumably be compiled into the Odroid N2 or other processor's
kernel.  This might be a useful, stable way to interact with this sensor
for this project, but incorporating it into a kernel build goes beyond my
experience.
