[TangerineSDR] Clock Module Specification - V 0.1

After the discussion during the last TeamSpeak session, it became necessary
that we
probably need a Clock Module specification.   Attached is Version 0.1 spec
for the clock module.

As always comments, suggestions, or tomatoes welcome.
