[TangerineSDR] PSWS Clock Module specification, V0.2

Rick, W2GPS provided a lot of comments on the Clock Module specification.
Thanks, Rick!    The attached PDF is Version 0.2.

John Ackermann N8UR has made some measurements of one of the available
GPS modules; it has unusual clock behavior.   John said he will try some
(non-default) configuration parameters to see if it can be made to behave
better.

If not then it may be necessary to add a VCTCXO + DAC + Filter to the clock
module
to address the issue.  The GPS module we have been looking has a dedicated
I2C
interface to control an external DAC (setting the VCXO control voltage).
