Keep APRS layer 4+ out of layer 2!  NONE of these bits will translate into an APRS-IS packet without industrial quantities of kludge, and that's just one reason not to. 

Please get and read a networking book, or at least google "OSI reference model". There are very good reasons to abstract the communication layers. 

Individual bits are NOT that precious.
