[aprssig] APRS Rousing Refinement (RR) bits

One of the best possibilities for APRS refinement are the 6 RR bits in every
packet known as the RR bits.  I have proposed that they be used for a
Priority bit, an Operator present bit, and a Preempted bit.  There are 3

We think these are all backwards compatible and welcome suggestions for
their use to maximum benefit.
