[aprssig] Finding a frequency for the East Coast Packet Backbone

You might save yourself a lot of time and trouble by contacting the
frequency coordinating bodies for the areas in question.  They might not
officially coordinate packet frequencies, but the have a lot of local
knowledge and can provide a wealth of practical advice.
