I know of no TNC2 format which includes the RR bits, so no, that's not
correct. The RR bits should be preserved across digipeater hops, which is
why Aprx doesn't allow you to route TNC2 packets back to RF.

But why not set up a proper KISS receiver and be able to use the existing
software as-is?

I guess I can see how you could read this and not think it was impossible
to use this with a digipeater, but I'd hope you at least came away with the
sense that using TNC2 interfaces is a bad idea.
