Give us the list of Windows applications and I bet there are Linux
alternatives for almost all of them without the need for a platform
shim like WINE.  Some will probably be better...    A rPI 3 as a
mobile server seems to fit a lot better than anything Windows...

PS.  APRS-Messenger is in the almost category.  Work has been done,
but not finished, adding that protocol to FLDIGI.
