[TangerineSDR] Update to Receiver ICD document - V0.2

The Interface Control Document for the receiver RXM-5001D has been updated
to account
for the how the data pins and I2C, SPI pins are actually wired rather than
how we guessed they
might be wired. It's close. The I2C and SPI addresses have been updated to
how the
 schematic is actually drawn.

The ADC and ADC-driver devices have been selected and the datasheet URL
references
changed accordingly.

The specification document also needs to be updated.  The ICD is higher
priority so
Scotty can check the changes made. Spec changes later....

The 1-dB step attenuators have been changed to a 10-db fixed and a 20-db
fixed attenuator.
Neither, one, or both can be selected to give 0, 10, 20, or 30 dB
attenuation.
There are separate attenuators for the two channels.

Care has been taken to isolate the receiver grounds to provide common mode
rejection without
the need for an external choke or transformer.  Zero-ohm resistors may be
installed to bond the
grounds together if needed.
