[nos-bbs] Explanation of Error nr4sbuf

That's a possibly ill conceived netrom warning on
my part. Over the years I have had netrom situations
that I had no clue was about, so I put in the odd warning
here and there, but the language could be better, so one
of my items on my TODO list to deal with, sorry Mark.

I am no where near an expert on netrom, and the fact that
NETROM is 'slow' on JNOS (I think it is anyways), anyone
else have any comments on that ? Perhaps not enough CPU
ticks are given to netrom processing when it's needed,
one of the thoughts I have on the topic. That's why my
INP code is so 'bad' and I'm not sure I'm qualified to
even rewrite it :(
