[nos-bbs] Explanation of Error nr4sbuf

Looking through my log file, I found an error condition. Can someone 
explain what happened? The error and some surrounding context is below.

BTW, later on, the message was retried. The other end replied back that 
it had that bid already. So, in spite of the error, the message did get 
through the first time around.
