[nos-bbs] JNOS return to sender

We could have a new 'refuse_with_notify' rewrite tag I suppose.

I don't think the code would be difficult to implement.

Only question is how should I identify the 'sender', the BBS sending
it, would it go to sysop at bbs, or what mail header field did you have
in mind ?
