JNOS itself obviously has no rig control, look at the era it came out :)

But it's a darn good question, since I have a similar 'want', see below 
...

Seems there is a plethora (?) of rig control software and scripts out
there in internet land, and tons of references on the control ports,
and pinouts for various radios.

I too have just one radio (for HF), and it makes no sense to leave
it on 24/7 on a fixed frequency. I decided some time ago that perhaps
I should switch bands at various points of the day, picking the band
that seems most suitable for that time of day.

That is why I am trying to revamp the heard list code, so that I can
do this, and keep separate heard lists for each band, but on the same
physical port. The code has been done for some time, but there are still
issues with it, that's why I have no release it.

But I digress, the most obvious way in JNOS would be to just create
your own .nos scripts, that in turn could call rig control software
and/or scrips, then call these scripts from JNOS command line, or you
could also schedule them with the JNOS 'at' command, or do both.

I would entertain certain scenarios or new commands if any were 
suggested.

I'm not sure I would want a user to do that, especially since there is
NO ability to know who or what is on that frequency at the time, it's
most certainly possible to do that (if you went into sysop mode and ran
a script for example), BUT ... I would be very carefull with that, just
saying, I am not the frequency police, but I personally would be wary.

If one has scripts setup ? yes.

It's possible I suppose, but if a TNC (in kiss mode) is transmitting,
then JNOS does not have the direct ability to know if PTT is enabled,
since the TNC is doing that. A hardware based solution might be needed
in those cases, or code could be put in so that packets sent out to a
TNC or RF device are syncronized ? Now I'm thinking outloud.

Anyone else that has experience on this ? Maybe this is an overblown
point, so just to answer the question, yes, it is possible.
