[nos-bbs] why am I loosing my bulletins ?

This is just wierd. Each time bulletins come in, the entire
area (for example ww) is wiped and just the bulletins that
came in are showing. The next time a forward comes in with
N bulletins, the previous ones just disappear, and the new
ones are there.

Is this a consequence of the rewrite file, wondering if I
messed something up on it. I'm going to check the code and
see how this works, but this is NOT the way it's supposed
to be.
