[nos-bbs] handling old, less-than-perfect bulletin distributions

I'd like to get a feel for the prevailing school of thought on what to do
with bulletins that are addressed using a less-than perfect distribution.

 

For example:

-- instead of @usa, I've seen:  allusa, usabbs, bbsusa, us, allus, usbbs, .

-- instead of @ww, I've seen:  allww, wwbbs, bbsww

 

Is it considered better practice to refuse those or to accept them and send
them along?
