[nos-bbs] netrom alias - discussion on uppercase / lowercase

Broadcasts are to the call: NODES when I'm linked with a conventional 
netrom node (non INP3)
(otherwise they are not picked by that conventional netrom node)

They are to  call + SSID with I'm linked with an INP3 node (Xnet, Xrouter)
