That's because only Pactor 1 is supported. I think you are getting
Pactor 2 as a side effect of your PTC device. However, If I understand
Pactor 3 correctly it requires extra control info from the host which as
far as I'm aware is not in the JNOS code.

Now that I've said all that I wonder how long it'll be before someone
proves me wrong.
