Ay!  And there's the rub.  If there is one thing I've learned in my
older days it is that you can't pull blood out of a stone.

There will never be a satisfactory technical solution to what is
essentially a human problem or issue and what we need are humans
to put in the time and the organization to put "it all" to work
and not necessarily to build a better mousetrap.  While you certainly
*can* build a better mousetrap if somebody needs one, it is unlikely
that the simple existence of that better mousetrap will necessarily
cause humans to become interested enough to put in the time to do
the work.
