I thought about the AGWPE interface, but then how many people want to
have a system that depends on (or has to dedicate) two boxes with two
completely different OS on it, just to do packet communications ? Seems
a bit complicated for *most* people that may want to play with this.

Mind you, that new SWSPKT driver for windows last year, may make it
easier for JNOS on windows to interface to the AGWPE spec. I haven't
had time to look into that, but the only outstanding issue then is
that JNOS for windows (DOS) has memory limitations. It's doable.
