[aprssig] What is APRS, really?

data was my first decode of positis.  It was standard 5 bit Baudot and so I
wrote a basic routine in an APPLE-II to plot them.
But never showed it to anyone but my boss since the data and symbols were
classified (I think).  Besides who else was there to play with.  Hence I
moved to Ham radio!
