[aprssig] Satellite notification based on Mic-E status

I didn't limit for which satellite you received notifications.  IIRC, you would receive notifications on any satellite that you could work using a simple portable setup (think LEOs: AO-51, ISS, NO-44) but not a MEO or HEO (think AO-7 or AO-40).
