[aprssig] failure with some new aprs apps using aprs text

"aprs.fi iOS" is the app identified in the beacon text.  However, last
night, we talked after our local emergency nets and I tipped him off
about the app.  This morning, I see he was able to change the ssid to
-5.  His call is WD6TED-5.  If I see him again today, I'll try to see if
text works with normal ssid.

I've used xastir <internet only> and also my HT <vx8gr> with these
stations.  I've also stripped the ssid hoping that would find its way to
these users.  So again, if I see him pinging again today, I'll attempt
another text message.
