Some coordinators are modernizing, WWARA is publishing Lat/Long (precision
may vary, which takes care of those who are using sites they don't want
exposed -- a debate for another topic).  The lat/long data isn't complete
yet, but they are getting very little push back from repeater owners for
publishing -- look at the csv in this file

Incidentally, a coordination body could publish this to  APRS-IS as a set
of APRS objects, with a simple script once a day.
