You might want to check http://www.aprs-is.net/wx for definitive answers to your questions.  There is already packets being generated into APRS-IS for warnings for the US and some other countries also have packets being generated.  There is also a more comprehensive set of packets being inserted into Firenet that includes watches and other non-imminent danger warnings for the US.
