[aprssig] Golden Packet Event 15 July 2017 (out west too?)

Years ago I sketched out a protocol for differential pulse position 
modulation to send telemetry via a xenon strobe.  I never got around to 
testing what kind of timing accuracy I could get out of it.  I thought 
the scheme was kind of clever, and then I realized that Aeneas of 
Stymphalus had described an optical pulse position communication system 
around 350 BC.
