[aprssig] Region 1 APRS Questions

Hello all,
I have questions about APRS in Region 1, based on my own ignorance.  Before I experiment, I wanted to gather/clarify (I've asked some questions before, but I can't find the answers) some information.
Could someone who is willing to educate me and is knowledgable in the legality and practicality of APRS digipeater operation in Portugal, Spain, France or UK please reach back to me off-list?
