[aprssig] APRS SPEC: Wind Speed confusion

APRSISCE/32 reports course/speed with the extension and doesn't do Mic-E.

APRSISCE/32 also decodes everything according to the specs that were in 
place when it was authored.  Yes, there are different units in different 
places, but they are decoded appropriately assuming that the originators 
followed the spec as well.
