[aprssig] Possibility to add-on Server to APRS-IS Tier-2 Pool

Hello folks
At one point I was exploring if it was possible to add a server to the APRS-IS Tier 2 pool.  I tried finding a process and/or guidance - searched for it in and around http://aprs-is.net/ - but, w/ no avail.

Anyone has any guidance or reading material you can point me to.  Also, was interested in knowing if the server pool entertains, "QA" vs "Production" staging pool for testing and moving to production purposes.
