When you say "network" are you referring to the RF network or APRS-IS?
APRS-IS is somewhat secondary in this case. The problem is that the
packets start on RF and are impacting the usability of the local RF
network. Stephen Smith made this statement earlier in this thread:
"This is NOT Internet<-->RF traffic, which would be trivial to filter.
It's RF-to-RF traffic. I have disabled my digi for the duration, but
they're still hitting 5 other digis within earshot of my RF receiving
station, both directly and on second hops."
