Not sure why you are avoiding them, but the linux AX.25 tools are
probably your best option. Yes it will create another networking
device but being that linux is extremely network friendly, unlike that
"other" os, it won't go blasting all kinds of stuff over the air with
nothing you can do about it. And if something does it only takes some
small configuration changes to fix.

As for complexity, once the connection to the TNC is established,
users only have to use axcall with a couple options turned on to
provide the simple terminal you are looking for.
