[aprssig] APRStt for SAR using UTM grid!

I may have confused USNG and UTM, but it does not matter at all.  TH
epoint is that APRStt is perfect for letting anyone with any DTMF ht
to report ANY grid numbers and have them automatically converted into
APRS for display.
