I learned the solution to that one years ago - reduce the resolution
of the console to match the device you want to view on.  My servers,
for example, are 1024x768 resolution (or less in some cases), so that
they are reasonable to access via VNC client on a laptop.

xastir does a decent job at this; there's even a compile time option
for adjusting some settings to better match low resolution devices.

The mouse issue can be a nasty problem, especially for X11 where a 3
button mouse is assumed.  Since the computer I want to access is
within reach (inside the vehicle), simply plugging in a trackball
seems a likely solution.
