[aprssig] RFC New Data Type Identifier?

The Tracker2/Tracker3/OpenTracker USB series use APRS text messages with 
the prefix 'cmd' for remote commands.  Use of APRS messages lets you 
pass commands through IGates and compose them using anything capable of 
APRS messaging.
