[aprssig] Best format for a Repeater Item (Better!)

there goes PHG.

A quick scan of 145.* objects shows less than 20% compliance with just the FREQ and TONE fields. Apparently I'm not the only one who's ignorant.

I'll make sure to get this kind of structure built in to the UDR.
