The parameter you want is Vih. The data sheet says it's 2.0v for 5v
operation, or .25 Vdd * 0.8V otherwise for ports with TTL buffer. For
Schmitt trigger inputs it's 0.8 * Vdd. You'll need to look up which the
USART is.
