[aprssig] Balloon DFing on APRS

The general idea of quality was to display a wedge in the specified 
direction out to the range.  You can possibly accomplish the same thing 
with a line and label, but if you take the wedges from different 
observations and overlap them with a transparency, the overlapping 
region describes the most likely location of the transmitter.  In my 
case, I go +/- one half of a wedge angle based on the quality of the 
measure.
