Once, I was told by San Francisco IGate sysop AF6BU that restarting _either_
the Kantronics TNC or the UI-View32 software resolved the gating delays
problem, for a while again.  That particular IGate station is now gone from
service.  

Alan N6VUD has been helping by attempting to gain more actual evidence,
particularly about exactly which TNC firmware versions may be involved (and
which are innocent).  There's a online Poll still open, particularly of
effected IGate sysops (for ca_aprs yahoo group subscribers) at  
http://groups.yahoo.com/group/ca_aprs/polls .
