Correct as far as I understand it.

Yes, AFAIK Soundmodem doesn't handle connected packet, but simply passes 
packets back to the connected program.

I'm not sure it implements the full interface spec, but I know that it 
handles the AX.25 packets well enough to be a drop-in replacement for 
AGW's PE (and pro) when interfacing from APRSISCE/32.

The best you can do is point your favorite PE-supporting client 
application to Soundmodem and see what happens!
