Bob, 

There is no disconnect.

Ham Radio is hardware and Frequencies.  A Ham Radio Operator is someone who uses Ham Radio.

You yourself have pointed out that there is too much APRS related Ham Radio going on without associated Operators.  And now you want to remove Ham Radio (at least at one end) and replace it with the Internet and Internet Operators (who may or may not also be Ham Radio Operators).

You also push "tactical awareness".  Well, (as I tried to point out) if a person is a Ham Radio Operator and is part of an accepted group then their input (voice, data, APRS, whatever) will contribute to the tactical picture.  But, things have evolved so that any Ham Radio Operator contributions by a non-member of an accepted group are now considered to be noise.  

You are now proposing that the day-to-day SNR be made worse by noise from a third party source using a communications system that has proven itself to be intolerant of Emergencies.  The only thing good that could be said about the proposal is that in an Emergency the SNR might improve because Internet Operators would be locked out.

It is time to move on.  You proposed something, it was discussed, and the amount of damage it would do was pointed out.  The only thing left to do is either table the idea or send it back to committee to be rewritten consistent with existing infrastructure and laws.
