[aprssig] Combined APRS 1.1 document legalities

There are other free PDF drivers on line as well. I've used one, but don't recall its name.
I have Word 2007 on Vista Home and it does PDFs ok. Perhaps a friend or someone else can do the conversion. You always have the original for your notes.
