Currently only the APRS Messenger program does APRS-over-PSK63.    Any 
TNC-based approach would only do conventional AX.25 300-baud 
conventional HF packet mode.  

[The APRS Messenger app (which at first glance looks like a typical 
waterfall PSK app) actually prepends and appends normal typed strings of 
text with  quasi-packet headers and checksums. And implements the 
ack-inside-an-unconnected frame that  normal AX.25 -based APRS uses.    
As a result, normal PSK apps like DigiPan or MixW won't interact 
correctly on  10.149.700 correctly. ]
