Yes. The APRStt spec fully allows for tactical calls as short
as 3 digits. The assumption is that for a local special event,
everyone will probably be assigned these shorter calls to keep
the air-time down.
But still everyone can also use their fully spelled out 16 digit
DTMF callsign as well for other applications.
