APRS+SA alarms on multiple strings.  Xastir adopted the same
strings.  I believe APRSWorld does some or all of them as well,
including sending out e-mail to those that subscribe to some type of
alert list.

So...  It's a de-facto standard that has been in multiple codebases
for many years, all of them co-operating by implementing the same
sorts of strings.

If there's a change, it will have to be to those three at least, but
perhaps others that I don't know about.
