[aprssig] False ALARMS on EMERGENCY?

We need to identify which clients are INCORRECTLY alarming on
this condition and get it fixed...

Yes, that is the proposed format for the very reason you
describe.  That is to prevent false alarms when someone is
talking about an emergency.  The spec proposal for APRS1.2 is on
this document:

If we can identify those clients, we need to get them fixed.
