I don't remember if I ever got around to documenting it, but the 
Tracker2 has a 'TRACE' command that will dump packets in raw hex format. 
  I use it myself for debugging binary protocols.

(And for what it's worth, OpenTRAC was designed with UTF-8 for all text 
fields.  I only ever tested the 'listen' utility for non-US character 
set compatibility, though.)
