I would configure the airborne digi as a standard fill-in digipeater,
responding to WIDE1-1. I don't think this would cause interference.
Worst case scenario, you digipeat some non-SAR mobiles across a good
sized area. This doesn't seem worse than installing a mountain-top W2
digipeater at 4000'+ HAAT. It's at least worth testing.
