Just treat the RF-ID as a position report. Just as we likely don't think a
posit of a car on the interstate is valid 5 hours later, we would also
suspect a RF-ID that is 5 hours old. All the position report tells you is at
that moment in time, that asset was at that location. More data, like badge
in/out, would allow a form of human dead reckoning.

I suspect the mass entry/exit will not be that likely as if a ham has made
the effort to "tag himself" he/she will likely badge in/out. However, this
should be voluntary.
