[aprssig] New APRS product

It's not clear to me from the manual that the fill-in digi is traceable.
Hope it's traceable as fill-in (WIDE1-1 only).  Don't want untraceable
fill-in digis.  (Generally, don't want any mobiles digipeating any WIDEn-N
aliases at all.)
