[aprssig] Data in APRS-IS

Hello APRS-gurus!

I'm new to the group, but have follow problem:


We need to filter APRS-IS traffic for Russian/Ukrainian and other CIS HAMs,
but found that quite much of traffic originated by "pirates" callsigns,
look here:

Most of this traffic come from USA, but some EU and Asia too. This failure
users set in packet source call chars R*, U*, EX*, EW*, and other that is true
russian/ukrainian/other-exUSSR hamradio prefixes.

So we can't filter just our activity by prefix-filter and this
'failure' packets digipeated by our DIGI's and create much useless
traffic on RF too!


What you think about why this guys use strange source call's in
their APRS packets?
